To all of the foreign students:
为确保大家顺利完成学业，依法维护自身的权益，现将中国关于留学生在华学习期间就业相关法律法规及处罚措施予以重申。
In order to ensure that everyone successfully complete their studies as well as safeguard their rights and interests in accordance with the law, the school is now reaffirming the relevant laws, regulations and penalties of the People's Republic of China for employment of foreign students during their study period in China.
一、《中华人民共和国出境入境管理法》
Law of the People's Republic of China on Exit and Entry Administration
“第四十三条 外国人有下列行为之一的，属于非法就业：
"Article 43. If a foreigner has one of the following acts, it is illegal employment:
（三）外国留学生违反勤工助学管理规定，超出规定的岗位范围或者时限在中国境内工作的。”
(3) Foreign students who violate the managing regulations of work-study and work beyond the prescribed work scope or time limit in China.
“第八十条 外国人非法就业的，处五千元以上二万元以下罚款；情节严重的，处五日以上十五日以下拘留，并处五千元以上二万元以下罚款。”
"Article 80. Any foreigners who work in China illegally shall be fined not less than 5,000 yuan but not more than 20,000 yuan; if the circumstances are serious, he or she shall be detained for a period of not less than five days but not more than fifteen days, and also a fine of not less than 5,000 yuan but not more than 20,000 yuan."
“第八十一条 外国人从事与停留居留事由不相符的活动，或者有其他违反中国法律、法规规定，不适宜在中国境内继续停留居留情形的，可以处限期出境。
"Article 81. If a foreigner engages in activities that are inconsistent with the reasons for staying or living in China, or if there are other violations of Chinese laws and regulations that are not suitable for staying or living in China, he or she may be allowed to leave China within a time limit.
外国人违反本法规定，情节严重，尚不构成犯罪的，公安部可以处驱逐出境。公安部的处罚决定为最终决定。
If a foreigner violates the provisions of this Law, of which the circumstances are serious but it does not constitute a crime, the Ministry of Public Security is allowed to expel the foreigner from the country. The decision of the Ministry of Public Security is final.
被驱逐出境的外国人，自被驱逐出境之日起十年内不准入境。”
Foreigners who have been deported are not allowed to enter the country for ten years from the date of their expulsion.
二、《中华人民共和国外国人入境出境管理条例》
Regulations of the People's Republic of China on the Administration of Exit and Entry of Foreigners
“第二十二条 持学习类居留证件的外国人需要在校外勤工助学或者实习的，应当经所在学校同意后，向公安机关出入境管理机构申请居留证件加注勤工助学或者实习地点、期限等信息。
"Article 22. If a foreigner, who holds a residence permit for study needs, wants to work study or have internships outside the school, after the permission of the school, he or she shall apply to the exit and entry management agency of the public security organ in China for the addition of the information about work-study or internship location, duration, etc.
持学习类居留证件的外国人所持居留证件未加注前款规定信息的，不得在校外勤工助学或者实习。”
If the residence permit held by a foreigner holding a residence permit for study purpose is not filled with the information specified in the preceding paragraph, he or she may not work study or have internship outside the school.
上述法律法规特此重申，请各位同学务必严格遵守。公安部门及学校近期将对留学生非法就业事宜进行排查，一经发现从重处理。
Hereby reaffirm the above laws and regulations that all foreign students must strictly abide by them. The public security departments of China and the school will both conduct an investigation on the illegal employment of foreign students recently. Once the illegal employment is found, those foreign students will be dealt with seriously.
