Safety Notice for International Students of HRBNU in Harbin during the Winter Vacation

全体国际学生：

Dear all international students：

   新型冠状病毒感染肺炎情况仍在不断变化。就当前发展形势而言，防控手段已经全面升级。我们既不要过分恐慌，也不能掉以轻心！疫情可防、可控、可治，重点做好预防。

  Novel coronavirus pneumonia is still changing. As far as the current development situation is concerned，the means of prevention and control have been upgraded in an all-round way. We should neither panic excessively nor take it lightly! The epeidemic canbe prevented and controlled, and we need to emphasize active prevention.

    国际教育学院在此呼吁全体国际学生，请同学们在寒假期间注意身心健康和生命安全，提高传染病预防意识，并提出以下建议：

    We call on all international students to take good care of your health and safety and have a strong awareness of infection prevention. Some advice is as follows:

1．建议同学们尽量不去人员密集的地方（如医院、火车站、机场等），特别是走亲访友。

Students are advised not to go to the areas which are crowded (such as hospitals, train stations and airports), especially not to visit friends who are in/from the areas with severe epidemics.

2．避免相互串宿舍、在宿舍内聚会等，以免交叉感染。避免与有发热及咳嗽、咯痰等呼吸道症状的人密切接触。

Avoid visiting other rooms，or getting together in a dormitory to avoid cross infection. Please avoid close contact with people who have respiratory symptoms such as fever, cough and expectoration.

3．如遇特殊情况必须外出，请戴口罩。平时要勤洗手，室内多通风，多喝水。

For international students who have to travel under special circumstances, please wear masks outside. Wash your hands frequently, ventilate indoors, and drink more water.

4．如有发热（37.3度以上）、胸闷、呼吸困难等症状及时就近就医，并及时告知学校。没有此类病症的留学生尽量不要去医院。

If you have a fever (above 37.3 degrees centigrade), chest tightness, dyspnea and other symptoms, please go to hospital and inform the teachers of the International Education College. If you don't have the above mentioned symptoms, please avoid going to the hospital.

5. 近期不要前往武汉等疫情高发地区。

Please do not traval to the places such as Wuhan where diseases are spreading quickly.

6. 在中国境内旅行或探亲访友的同学，在近期返校的需要提前与学院联系，告知具体行程和返校时间。如来自武汉，并在学校外居住，请佩戴口罩到辖区社区卫生服务站或中心进行登记，并进行居家隔离自我监测14天，并将监测情况上报学院和社区。在学院公寓居住的，要在学院指定的留观室自我监测14天，并将监测情况上报学院。

    The students who have been travellig or visiting friends in China’s other places and plan to return in the near future need to contact the International Education College in advance and tell the detailed schedule and return time. The students who return from Wuhan and live off HRBNU’s campus should wear a mask and make a registration at the community health service station and make themselves isolated at home and monitored by themslves for 14 days, and report the result to the International Education College and the community. The students  living in the HRBNU Apartment should make a self-monitoring in the observation room designated by the International Education College for 14 days and report the monitoring rusult to the International Education College.

Guide to Seeking Medical Advice

1. 如有以下症状，请您及时到医院就医：

    If you have the following symptoms, please go to the hospital in time:   

新型冠状病毒肺炎患者主要临床表现为发热、乏力，呼吸道症状以干咳为主（单纯发热、乏力，干咳不代表是冠状病毒感染），同时出现发热（腋下体温≥37.3℃）、咳嗽、气促等急性呼吸道感染症状，且有武汉旅行或居住史，或发病前14天内曾接触过来自武汉的发热伴的呼吸道症状的患者，或出现小范围聚集性发病，应到当地指定医疗机构进行排查、诊治。

    The main clinical manifestations of patients with novel coronavirus pneumonia are fever and fatigue, and the main respiratory symptoms are dry cough（Fever, fatigue and dry cough do not represent coronavirus infection). At the same time, there are acute respiratory infection symptoms such as fever (axillary temperature ≥ 37.3 ℃), cough, shortness of breath, and a history of travel or residence in Wuhan, or a patient who has been exposed to fever with respiratory symptoms from Wuhan within 14 days before the onset of the disease, or a small-scale aggregation of the disease, should go to the local designated medical institutions for screening, diagnosis and treatment.

2. 去医院就医需要注意什么：

    What should we pay attention to when we go to the hospital？

应如实详细讲述患病情况和就医过程，尤其是应告知医生近期的武汉旅行和居住史、肺炎患者或疑似患者的接触史、动物接触史等。诊疗过程中应全程佩戴外科口罩。

    The disease and medical treatment process should be described in detail, especially the recent travel and living history of Wuhan, the contact history of pneumonia patients or suspected patients, and the contact history of animals. Surgical masks should be worn throughout the diagnosis and treatment.

保持乐观心态，积极户外运动，室内保证积极开窗通风换气，合理饮食，荤素搭配，多吃新鲜蔬菜水果，多喝水。

    Keep an optimistic attitude, actively do outdoor sports, ensure indoor ventilation, have a reasonable diet, balance portion of vegetables and meat, eat more fresh fruits and vegetables, and drink more water.
